Article 1
Purpose. This Decision stipulates regulations, methods, procedures, and measures concerning the technical management and supervision and inspection of environmental laboratories, in order to ensure that the operation and management of such laboratories possess quality, comply with technical standards, and adhere to relevant laws and regulations. It aims to make research and testing concerning the quality of water, air, soil, noise, and hazardous chemicals correct and accurate, contributing to economic and social development and the protection of the environment in a green and sustainable direction.
Article 2
Environmental Laboratory. An environmental laboratory refers to a place where scientific research and testing are conducted on standard methods for quality testing of water, air, soil, noise, and hazardous chemicals. An environmental laboratory is a place that must be subject to special control, equipped with a safety system, and provided with corresponding disposal systems.
Article 3
Interpretation of Terms. 1. Testing personnel refers to full-time technical staff or experts of the laboratory who conduct testing according to standard methods, control testing quality, preserve sample conditions, prepare instruments and equipment, record testing result data, and report testing results; 2. Noise refers to pollution caused by human activities, primarily sound, light, color, odor, vibration, and heat, which exceeds environmental standards and affects the life and health of humans, animals, plants, organisms, and other ecosystems; 3. APHA (American Public Health Association); 4. AWWA (American Water Works Association); 5. WEF (Water Environment Federation).
