Article 1
Article 1 Purpose
This Law stipulates principles, regulations, and measures for the management, supervision, and inspection of high-tech work, aiming to systematically promote and develop such work, transforming it into industrialization and modernization, with the goal of enabling society to utilize high technology that is efficient, effective, and environmentally friendly, developing in a green and sustainable direction, capable of integrating regionally and internationally, and participating in the cause of economic and social development, as well as national defense and construction.

Article 2 High Technology
High technology refers to technology derived from advanced, modern scientific research and development achievements, capable of creating products with excellent quality, outstanding characteristics, high added value, and environmental friendliness, playing an important role in the development of production sectors, new services, and modernization transformation.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Innovative products refer to results derived from research and development, creation, and invention, possessing outstanding technical characteristics, high efficiency, high effectiveness, and high added value, capable of meeting user needs;
2. High-tech products refer to products obtained from technological research results, possessing excellent quality, outstanding characteristics, relatively high added value, and being environmentally and socially friendly;
3. Personnel related to high-tech work refer to individuals with corresponding knowledge levels and specialized capabilities capable of meeting the requirements of high-tech work;
4. Information and communication technology refers to technology used for creating information, computing, sorting, storing, and exchanging information through communication networks via electronic systems, such as computers, telephones, communication equipment, broadcasting equipment, televisions, networks, and other electronic devices, as well as various related services;
5. Biotechnology refers to the application of scientific knowledge concerning biological systems or biological components to create or modify a specific product or processing technique;
6. Renewable energy and new material technology refers to the research, development, and utilization of recyclable natural energy sources, transforming old materials or creating and processing introduced materials into new products with specific designs and structures;
7. Machinery and automation technology refers to the research, development, modification, design, and creation of mechanical equipment inventions, advancing them into sophisticated, modern mechanical technology;
8. New types of services refer to the use of advanced, modern technology to develop traditional service systems into new types of services, providing convenient, fast, and secure services;
9. Artificial intelligence refers to a branch of computer science aimed at creating automated machine systems using computers or robots, enabling them to continuously think, learn, and self-improve, and possessing behavior that imitates humans.
