Articles
Article 1
Purpose. This Decree establishes principles, regulations, and measures for the management, inspection, and monitoring of road reserve areas, in order to prevent individuals, legal entities, and organizations from unauthorized occupation, damage to road structures, components, and safety protection facilities, or construction of any facilities within road reserve areas, aiming to make the management of road reserve areas effective, protect the environment, and ensure convenient, safe, swift, orderly, and aesthetically pleasing traffic, while contributing to national defense, maintenance of public order, and national economic and social development.
Article 2
Road Reserve Zone. A road reserve zone refers to all areas reserved on the ground, above ground, underground, and on water surfaces for the protection, development, and widening of roads.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Grade-separated intersection refers to a location where two or more roads intersect or meet, and the road elevations are different; 2. Roundabout refers to a location where two or more roads intersect or meet, and vehicles travel in the same direction around a circular island; 3. Upstream direction refers to the direction against the flow of water from the highway engineering identification point; 4. Downstream direction refers to the direction along the flow of water from the highway engineering identification point; 5. Identification point refers to the point at the outermost edge of the highway engineering structure, with the center point of the engineering structure as the starting point for measurement.
