Article 1
Purpose. This Agreement stipulates principles, regulations, and measures concerning management, supervision, inspection, and the application of techniques in accordance with Good Agricultural Practices, aiming to ensure product quality and consumer safety, thereby adding value to plants and plant products, contributing to the economic and social development of the Lao People's Democratic Republic, and enabling integration with regional and international markets.
Article 2
Good Agricultural Practices for Product Safety. Good Agricultural Practices for product safety refer to the methods and measures for controlling good agricultural production at each stage, from the planting stage to the processing stage, in order to reduce contamination and factors harmful to the product, ensure the cleanliness and safety of the product, and benefit producers and consumers.
Article 3
Definition of terms. The meanings of terms used in this agreement are as follows: 1. Standard refers to specifications established for specific characteristics of products, goods, services, processes, environments, and other matters related to product quality and safety; 2. Good Agricultural Practice refers to methods adopted to prevent or reduce harmful risks that may arise during production, harvesting, and post-harvest periods; 3. Plants refer to living plants and their parts, such as flowers, fruits, seeds, leaves, branches, stems, shoots, stalks, buds, tubers, roots, spores or fungal strains, plant varieties, germplasm sources, and other items used for planting and propagation; 4. Plant products refer to any naturally occurring or processed plants and products that may pose a risk of introduction and spread of harmful organisms; 5. Premises refer to buildings, factories, production sites, storage, processing, and packaging locations for products; 6. Chemicals refer to chemical fertilizers, pesticides, hormones, surface coating agents, and soil improvement minerals; 7. Other chemicals refer to fuel, lubricating oil, and other substances; 8. Soil Amendments refer to various minerals, such as iron (Fe), manganese (Mn), boron (B), etc.; 9. Microorganisms refer to viruses, bacteria, fungi, parasites, and living pathogens invisible to the naked eye; 10. Foreign Substances refer to items that should not be mixed into or around products and may affect product safety or quality, such as glass, metal, wood, stones, soil, leaves, rubber sheets or bags, and grass seeds.
