Article 2
Measures for Economical Use of the State Budget. Measures for economical use of the State budget refer to the implementation of relevant state policies, laws, and regulations on economy, ensuring strictness, correctness, alignment with objectives and goals, and prioritization based on frugality when utilizing limited state funds; strengthening the strict use of state funds, borrowed funds, aid funds, and other state-managed funds, while prioritizing various tasks through clear plans, programs, projects, and budget proposals.
Article 3
Definition of Terms. The meanings of the terms used in this Decision are as follows: 1. Economy refers to using limited resources such as the state budget, borrowed funds, aid funds, state assets, labor, official working time, natural resources, and energy at a rate lower than the established quotas, standards, and levels to achieve maximum benefits, while still achieving success according to objectives; 2. State funds refer to funds from the state budget, funds obtained by the state from aid and foreign loans, and other funds managed by the state; 3. Waste and extravagance refer to using the state budget, borrowed funds, aid funds, labor, official working time, natural resources, and energy beyond established quotas and standards and without efficiency; 4. Professional revenue refers to revenue obtained from collecting fees and/or service charges as stipulated by the President's Decree at various stages; 5. Budget unit refers to central state organizations and local state organizations authorized by the government to formulate plans, organize implementation, and summarize the state budget; 6. Secondary budget unit refers to offices, centers, research institutes, colleges, schools, and equivalent units, which are budget units authorized to formulate plans, organize implementation, and summarize budgets, and receive budgets from the Ministry of Education and Sports.
