Article 1
Purpose. This Decree stipulates principles and regulations concerning the establishment, management, use, and supervision and inspection of the Vocational Education Development Fund, in order to fully raise and accumulate funds, aiming to provide funding for the development of vocational education and vocational skills training, making it quality, efficient, effective, and sustainable, and contributing to national human resources and economic and social development.
Article 2
Vocational Education and Training Development Fund. The Vocational Education and Training Development Fund, abbreviated in Lao as "ກພອ" and in English as "Technical and Vocational Education and Training Fund," with the English abbreviation "TVET Fund," is a fund established for investing in organizing teaching, providing living allowances to disadvantaged persons and the poor, promoting innovation, and promoting other activities related to vocational education and vocational skills training, implemented in accordance with laws and regulations.
Article 3
Definition of Terms. The meanings of terms used in this Decree are as follows: 1. Disadvantaged persons refer to those residing in remote areas, those facing economic difficulties, or those lacking conditions for receiving vocational education; 2. Trainees with special difficulties refer to persons with disabilities, physically disabled persons, persons undergoing rehabilitation, persons under supervision, or persons undergoing labor reform; 3. Impoverished persons refer to those with no income or whose income is lower than the minimum wage for workers announced by the government at various stages.
