Article 1
Purpose. This Decree stipulates principles, regulations, and measures concerning the management, supervision, and inspection of the culling of animals, destruction of animal carcasses, and compensation work, in order to control the epidemic of animal diseases, and to provide compensation to animal owners for losses caused by the culling and destruction of animal carcasses, aiming to break the cycle of animal disease epidemics, prevent their widespread dissemination, and avoid serious impacts on the economy, society, human and animal health, and the environment.
Article 2
Culling of Animals, Disposal of Animal Carcasses, and Compensation. Culling of animals and disposal of animal carcasses refers to the use of specialized technical methods to cause the death of animals and the removal of animal carcasses in accordance with professional principles and guidelines of the World Organisation for Animal Health. Compensation refers to the state providing compensation or mitigating losses to animal owners affected by culling and disposal of animal carcasses, in the form of money, improved animal breeds, improved forage seeds, or other policies as deemed appropriate.
Article 3
Definition of terms. The terms used in this Decree shall have the following meanings: 1. Animals means cattle, buffaloes, pigs, sheep, goats, poultry, aquatic animals, and other animals infected with diseases required to be reported according to each stage specified by the Ministry of Agriculture and Forestry; 2. Red zone means an area where an animal disease epidemic is occurring, with a radius varying according to the regulations of the livestock and veterinary work management agency; 3. Owner means an individual, legal person, or organization that legally holds evidence proving lawful ownership of animals whose carcasses have been culled or destroyed.
