Article 1
Purpose. This Decree stipulates principles, regulations, and measures regarding the management, supervision, and inspection of activities conducted by representative offices of the Lao People's Democratic Republic abroad to serve national economic development, aiming to achieve high efficiency and effectiveness in such work, ensure the implementation of foreign policy, strengthen the economic integration of the Lao People's Democratic Republic with the international community, and contribute to the defense and development of the nation.
Article 2
Activities of the Representative Offices of the Lao People's Democratic Republic Abroad for Serving National Economic Development. Activities of the representative offices of the Lao People's Democratic Republic abroad for serving national economic development refer to the exercise of rights and performance of duties by the representative offices in the following areas: providing economic information and intelligence; supporting Lao citizens and Lao legal entities in conducting international economic activities; creating a favorable environment for international economic activities; participating in international economic activities; creating favorable conditions for Lao diaspora residing abroad to participate in national economic and social development; protecting the interests of the Lao state and the legitimate rights and interests of Lao citizens and Lao legal entities residing abroad in economic matters; and managing activities to serve national economic development in the host country and/or international organization.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. “Representative Offices of the Lao People’s Democratic Republic Abroad” refers to institutions that formally represent the Lao People’s Democratic Republic in relations with the receiving state and/or international organizations, including embassies, permanent missions to international organizations, and consulates general of the Lao People’s Democratic Republic abroad, hereinafter collectively referred to as “Representative Offices”; 2. “Receiving State” refers to the state in which the Representative Office is located and other states for which the Representative Office is responsible; 3. “International Organization” refers to an intergovernmental organization; 4. “International Law” refers to the principles and rules stipulated in treaties to which the Lao People’s Democratic Republic is a party, as well as international customs governing international relations; 5. “Cadre and Civil Servants” refers to members of Representative Offices, cadres and civil servants of the Ministry of Foreign Affairs, and cadres and civil servants of ministries, ministry-level agencies, and provincial administrative agencies involved in activities related to Representative Offices serving national economic development.
