Articles

Article 1

Article 1 (Amended) Purpose
This Law stipulates principles, regulations, and measures regarding the management, monitoring, and inspection of telecommunications work, aiming to make this work efficient, high-quality, widespread, convenient, fair, sustainably developed, and modernized, ensuring national stability and security, enabling integration with the region and internationally, and contributing to national socio-economic development.

Article 2

Article 2 (Amended) Telecommunications
Telecommunications means communication links between a starting point and an endpoint for the transmission and reception of sounds, images, moving images, numbers, text, signals, symbols, or other forms of information, achieved through wired systems, optical systems, radio frequency systems, electromagnetic systems, any other system, or a combination of multiple systems.

Article 3

Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Telecommunications network means telecommunications equipment directly interconnected with each other or connected through a connection center for telecommunications purposes, including wired networks and wireless networks;
2. Telecommunications resources means telecommunications numbers, internet resources, radio communication frequencies, and satellite orbital positions;
3. Internet resources means internet numbers and internet domain names;
4. Telecommunications equipment means equipment constituting a communication system, mainly including telephone switching center systems, transmission line systems, radio communication frequency signal transceiver stations, power supply systems, antennas, antenna lines, telephone units, components and parts, and materials used for telecommunications network connections;
5. Telecommunications infrastructure means telecommunications equipment, telecommunications networks, and buildings serving telecommunications work;
6. Telephone number means the number of mobile phones, wired and wireless fixed telephones;
7. Network interconnection means the connection between the telecommunications networks of various telecommunications service providers to enable service users to communicate with each other;
8. Internet means the interconnection of global computer network systems via telecommunications networks to send, receive, and exchange information and data;
9. Telecommunications service provider means an operator who operates telecommunications services and/or provides telecommunications facilities;
10. Telecommunications service user means an individual, legal entity, or organization using telecommunications services;
11. Intelligent Transport Communication System Service (ITS) means communication for the development of land traffic safety and management by applying automatic command systems, navigation systems, positioning systems, etc., to achieve the highest efficiency and effectiveness, being terrestrial communication within the category of land mobile communication;
12. High Altitude Platform Station-based Internet Service (HIBS) means communication providing services to mobile phone systems by installing mobile phone signal transceiver stations on high altitude platform stations, being terrestrial communication within the category of fixed communication;
13. High Altitude Platform Station-based Mobile Phone Service means communication providing services to mobile phone systems by installing mobile phone signal transceiver stations on high altitude platform stations, being terrestrial communication within the category of mobile communication;
14. Internet of Things Service (IoT) means a system composed of objects, equipment, appliances, or combinations of multiple items that can self-identify, sense the environment, have interactive responses, and work collaboratively through connection via communication systems.
