Articles
Article 1
Purpose. This Decision stipulates principles and regulations concerning the management, tracking, and inspection of the use of satellite earth stations for business activities or national special tasks, in order to ensure the sustainable development, high efficiency, and significant effectiveness of such work, compliance with standards, and adherence to domestic and international regulatory principles, aiming to ensure national security and social order and tranquility, and to contribute to national construction and development.
Article 2
Satellite Earth Station. A satellite earth station refers to a radio frequency transceiver station installed on the Earth's surface or within the Earth's atmosphere, used for communication with one or more satellites, such as those for broadcasting, telecommunications, communications, surveying, and positioning systems.
Article 3
Definition of Terms. The meanings of terms used in this Decision are as follows: 1. VSAT station refers to equipment that can only receive satellite signals and cannot transmit satellite signals, such as for broadcasting and television services, remote sensing, and information collection services; 2. CORS station (Continuously Operating Reference Station) refers to equipment that receives GPS and GNSS signals via satellites, such as for coordinate reference systems and continuous navigation systems; 3. Single-frequency station refers to a satellite earth station that uses one communication radio frequency band for transmitting and receiving satellite signals; 4. Satellite communication services oriented towards foreign satellites refer to the introduction of a country's satellite signals for use, or the provision of voice, data, image, and video transmission and reception services within the territory of the Lao People's Democratic Republic via a satellite earth station and one or more satellites; 5. The First Come First Serve principle refers to registering before obtaining installation rights and obtaining protection from frequency interference from satellite communications and other subsequently registered communications; 6. Telemetry, Tracking, and Command satellite communication refers to the transmission and reception of communication radio frequencies between a satellite earth station and a satellite to execute tracking and control commands for the satellite, enabling it to operate according to its orbital position.
