Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the management and supervision of overseas education scholarships and students, aiming to ensure that this work is implemented efficiently, effectively, and uniformly nationwide, with the objective of achieving a single-window, systematic management of overseas education scholarships and students, ensuring correctness and compliance with relevant laws and regulations, aligning with regional and international standards, and contributing to the country's economic and social development.
Article 2
Management of overseas education scholarships and scholarship recipients. The management of overseas education scholarships and scholarship recipients refers to the organization and implementation of regulations and procedures for scholarships and scholarship recipients nationwide by the competent authority responsible for managing scholarships and scholarship recipients, in accordance with a centralized, unified, and single-window management system.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. "Students" refers to Lao students, university students, and researchers (from lower secondary level upwards) who are studying, attending, or conducting research abroad, as well as foreigners studying in the Lao People's Democratic Republic; 2. "Fraud" refers to partiality, deception, and dishonesty; 3. "Graduate education" refers to in-depth study in a specific specialized field; 4. "Services" refers to document services, consultation, guidance on scholarship applications, document processing, and services related to overseas educational institutions.
