Articles

Article 1

Purpose. This Decree is promulgated to establish the Mo River Headwaters - Sanju Mountain National Protection Forest, aiming to manage and protect its unique features: high cliffs, layered rocks, evergreen dense forests, fragrant wood forests, open woodlands, meadow landscapes, rich biodiversity, habitats for fauna, flora, and forest products, historical and cultural relics of tourism significance, preserve the scenic beauty of natural landscapes, conduct scientific research, participate in improving people's livelihoods, and promote economic and social development in a green and sustainable direction.

Article 2

Location, Boundaries, and Area of the Nam Mo Headwaters - Sam Sip Mountain National Protection Forest. The Nam Mo Headwaters - Sam Sip Mountain National Protection Forest is located in the northern region, covering two districts of Xieng Khouang Province, namely Khun District and Phou Kout District, situated within the following coordinates: Northern boundary longitude 103°54′01″, latitude 19°18′32″; Eastern boundary longitude 104°16′52″, latitude 19°06′46″; Southern boundary longitude 103°53′58″, latitude 18°57′31″; Western boundary longitude 103°37′31″, latitude 19°05′03″ (the above coordinates are governed by the original official Lao gazette annexed to this Decree and the 1:100,000 topographic map). The boundaries of the forest are based on a 1:100,000 scale topographic map, using latitude and longitude lines as reference, verified against the actual terrain, and using mountain ridges (watersheds), foothills, rivers, streams, and roads as boundary markers, so that local authorities and people of all ethnic groups are informed and cooperate in management, protection, development, and utilization. The total area of the forest is 98,873 hectares (ninety-eight thousand eight hundred seventy-three hectares), of which Phou Kout District covers 86,598 hectares (eighty-six thousand five hundred ninety-eight hectares), and Khun District covers 12,275 hectares (twelve thousand two hundred seventy-five hectares). The location and area are indicated on the attached 1:180,000 scale map.

Article 3

Management. The management of the Mo River Headwaters - Tam Giac Mountain National Protection Forest shall be carried out by the Mo River Headwaters - Tam Giac Mountain National Protection Forest Management Group. The organization and operation of this Management Group shall be governed by separate regulations.
