Articles

Article 1

Purpose. This Agreement stipulates the principles, regulations, and procedures concerning the import of fuel and lubricating oil into the Lao People's Democratic Republic, to ensure that this work complies with laws and regulations, aiming to protect the legitimate rights and interests of the State, businesses, and consumers, and to participate in promoting the country's economic and social development.

Article 2

Import of Fuel and Lubricants. The import of fuel and lubricants refers to the bringing of fuel and lubricants that meet national standards from abroad into the Lao People's Democratic Republic through international border checkpoints, either through the import method involving payment of customs duties, or through the import method enjoying policies on customs duties and various fees in accordance with the law.

Article 3

Definition of Terms. The terms used in this Agreement have the following meanings: 1. Fuel oil refers to oil products used for combustion in accordance with the "Decree on Fuel Oil Business Operations," including gasoline, diesel, aviation kerosene, lamp kerosene, fuel oil, biofuel, and other fuel oils as specified by the fuel oil business management authority; 2. Lubricating oil refers to oil products used for lubricating machinery, such as engine oil, gear oil, brake fluid, grease (lubricating grease), and hydraulic oil; 3. Domestic distribution company refers to a business company engaged in purchasing oil from import-export fuel companies, producers, and domestic processors, and distributing it to gas stations and its own customers in accordance with the provisions of the "Decree on Fuel Oil Business Operations."
