Article 1

Guidelines on the Export of Natural Wood Products Abroad. Pursuant to: The Forestry Law No. 64/NA (Promulgated on 13 June 2019); The Decree on the Organization and Activities of the Ministry of Industry and Commerce No. 604/PM; The Order on Facilitation of Import, Export, Temporary Import, Transit, and Transshipment of Goods in the Lao People's Democratic Republic No. 12/PM (Promulgated on 16 October 2019); The Submission Letter of the Import and Export Department No. 0911/DIMEX (Dated 10 March 2022). To promote the production and processing of timber into commercial goods, strengthen the tracking and management of timber sources to ensure compliance with laws and regulations, while creating favorable conditions and uniformly implementing nationwide the conditions, procedures, methods, and measures for the export of natural wood products abroad. The Minister of Ministry of Industry and Commerce issues the following guidelines:

Article 2

Types of Natural Wood Products Exported Abroad. The export of natural wood products abroad refers to the export of wood products processed from raw materials sourced from natural forests, and shall be carried out in accordance with the "Agreement on Recognizing the List of Export Wood Products" as approved and promulgated by the Ministry of Industry and Commerce in each period. The determination of wood types shall be carried out in accordance with the "Agreement on Determining the List of Class I, II, and III Woods" as approved and promulgated by the Ministry of Agriculture and Forestry in each period.

Article 3

Conditions for Exporters of Natural Wood Products. Exporters of natural wood products must meet the following conditions: 1. Must be an operator engaged in one of the following businesses: 1.1 Engaged in wood processing operations; 1.2 Engaged in agricultural and forestry import-export operations. 2. Must fully fulfill obligations to the state in compliance with regulations; 3. Must have a tracking system for wood import and export management.
