Articles
Article 1
Purpose. This Agreement stipulates the principles, rules, and measures regarding the Fund for Drug Control, Interdiction, and Suppression, to raise and accumulate funds from individuals, legal entities, families, Party-State organizations, and international organizations both domestic and foreign, for use in the inspection, control, interdiction, and suppression of drugs, while also providing treatment and basic vocational training for drug users, aiming to rid society of drugs.
Article 2
Fund for Drug Control, Interdiction, and Remediation. The Fund for Drug Control, Interdiction, and Remediation is a national fund established to raise, accumulate, and manage financial resources, aiming to ensure a budget for the inspection, control, interdiction, and remediation of drugs, as well as for the treatment, rehabilitation, and vocational training of drug addicts, in an efficient and effective manner.
Article 3
Definition of Terms. The terms used in this Agreement have the following meanings: 1. Fund: refers to financial contributions from public entities, private entities, individuals, legal persons, families, and international organizations, based on regulations and voluntary principles; 2. Management: refers to the implementation of principles, regulations, and measures concerning drug control, interdiction, and fund management, making them effective and compliant with regulations; 3. Control: refers to the control of drug management, eradication, production, sale, transport, and use; 4. Interdiction: refers to prevention through various means to ensure that drug problems do not occur or exist; 5. Remediation: refers to the crackdown, arrest, prosecution, and treatment of drug users, as well as providing vocational training and job placement for those who have undergone detoxification; 6. Treatment Center: refers to a place where drug users are treated and rehabilitated to achieve detoxification, and where basic vocational training is provided.
