Article 1
Purpose. This Agreement stipulates the principles, rules, and measures for the management, monitoring, and inspection of the unit price calculation of land and above-ground property for development projects in Oudomxay Province, in order to compensate losses to those affected by the development projects, aiming to ensure fairness, transparency, peace, compliance with laws and regulations, and alignment with economic and social development at each stage.
Article 2
Unit Price for Loss Compensation. The unit price for loss compensation refers to the amount converted into currency per unit for compensating those affected by development projects in Oudomxay Province. It must correspond to the actual conditions of impacts from various types of development projects in different areas, ensuring the protection of the rights and interests of land use right holders (including property on the land).

Loss Compensation. Loss compensation refers to compensating for land, buildings, agricultural output, and income affected by a development project, based on replacement value in kind or cash. When it is necessary to use land owned by individuals, legal persons, or collectives for national projects, or for investment or lease-concession operations, the State must recover land use rights from individuals, legal persons, and collectives, and therefore must compensate the affected parties for losses before the implementation of the development project.
