Article 1
Purpose. This Agreement stipulates the principles, rules, and measures regarding the management, tracking, inspection, protection, utilization, and operation of non-metallic minerals for construction and industry within Oudomxay Province, aiming to make the exploration, extraction, processing, and sale of non-metallic minerals for construction and industry systematic, continuous, efficient, effective, transparent, fair, open, and verifiable; ensuring correct and compliant approval in accordance with prescribed procedures, laws, and regulations, to protect the environment and society, follow a green and sustainable direction, thereby contributing to promoting economic and social development, and gradually and progressively improving the lives of the people of all ethnic groups in Oudomxay Province.
Article 2
Non-Metallic Mineral Management. Non-metallic mineral management refers to the procedures for approving data collection, exploration, exploitation, processing, and sale, as well as designating areas for the planning of development and utilization of the aforementioned minerals within Oudomxay Province; non-metallic mineral business management refers to the management of business units related to non-metallic minerals for construction and industry, as well as concession grantors (land use right holders), in compliance with laws and regulations.

Non-metallic minerals for construction and industry. Non-metallic minerals for construction and industry refer to various types of minerals used in the construction and industrial sectors.
