Articles
Article 1
Purpose. This Decree prescribes principles, regulations, and measures concerning the management, supervision, and inspection of labor market information work, in order to ensure data accuracy, systematization, uniformity, and centralization, to guarantee prompt and timely services, to serve as a basis for formulating macro-level labor regulation policies, to contribute to national socio-economic development, and to align with international standards.
Article 2
Labor Market Information. Labor market information refers to information concerning labor demand and supply, including the status of workers, and economic and investment conditions related to the labor market.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Labor force refers to persons of working age who engage in some activity to produce goods or provide services to generate income or profit, excluding those who work for household consumption; 2. Unemployment refers to the situation where the main labor force who have sought work and are ready to work have no job; 3. High-risk unemployment occupation refers to a type of occupation that is currently active in the labor market but has the potential to exit the labor market due to factors such as technological change, employment environment, economic conditions, and new policies; 4. Emerging occupation refers to a type of occupation that may newly appear in the labor market but is not yet listed in the occupation code directory of the Lao People’s Democratic Republic; 5. Forecasting refers to the advance estimation of labor market conditions that are likely to occur within a specific period and scope; 6. Labor force composition refers to the classification of the working-age population by employment status, economic sector, occupation category, educational attainment, skill level, income, working hours, labor mobility, etc.; 7. Macro-level labor regulation refers to the state formulating policies and mechanisms to coordinate the demand and supply of the labor market; 8. Labor balance refers to the implementation of macro-level labor regulation policies to coordinate the demand and supply of labor annually; 9. Labor market participant refers to individuals, legal entities, or organizations that use labor market information, whether public or private, including students, job seekers, those wishing to develop skills, employers, investors, researchers, education developers, skill developers, labor policy makers, and those needing to use data; 10. Labor market party refers to ministries, state agencies, and international organizations that compile statistics or reports concerning the labor market; 11. Personal code refers to a unique, non-repeating code assigned to an individual within the database system of an agency, such as an ID card number, passport number, or telephone number; 12. Raw data refers to data, databases, or numbers from surveys and administrative reports that have not yet been processed by statistical science.
