Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures for the management and inspection of work related to the establishment of job positions, serving as a basis for the correct and systematic establishment of job positions by central and local agencies, including the Party, the State, the Lao Front for National Development, the Lao Veterans' Federation, and mass organizations, aiming to ensure good results in organizational restructuring, appointment of civil servants, assignment and arrangement, and performance evaluation.
Article 2
Position and Duty Establishment. Position and duty establishment refers to the written specification of work groups and responsibilities, based on the approved scope of duties, functions, and authority of an agency, for civil servants to perform.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings:
1. Position, refers to a group of duties and responsibilities defined within the organizational structure of an institution, based on the institution's functions and roles, reflecting the position's location, duties, functions, rights, responsibilities, relationships, and the qualifications of the person intended to hold the position;
2. Job group, refers to tasks that are similar in nature, interrelated, at the same level, and combined together;
3. Work tasks, refer to the functions and responsibilities that civil servants must perform;
4. Work task analysis, refers to the process of systematically studying, researching, analyzing, and evaluating the duties, functions, and responsibilities of any institution.
