Articles

Article 1

Purpose. This Decree stipulates the principles, regulations, and measures for the design and management of state agency office premises, ensuring that such premises have appropriate scale and standards, fully and conveniently meet usage needs, feature aesthetic design and distinctiveness, and aim to ensure the effectiveness, efficiency, and transparency of state investment, contributing to national defense and development.

Article 2

Design Management of State Agency Office Premises. The design management of state agency office premises refers to the process of studying and reviewing project proposal reports, the selection of survey and design units, the implementation of surveys and designs, review, and the determination of costs for construction projects of state agency office premises, in accordance with relevant laws and regulations.

Article 3

Interpretation of Terms. The terms used in this Law shall have the following meanings: 1. Design means the preparation of detailed drawings that comply with technical standards, based on research and analysis of survey data, including the preparation of a complete set of architectural, engineering, and technical drawings, determination of various technical indicators, cost estimation, and determination of construction duration; 2. Preliminary Design means the collection of data, descriptions, and drawings to demonstrate the design direction, plan and arrange the site, determine the architectural form, provide basic conditions sufficient to prepare the overall investment scale, and serve as the basis for subsequent design stages; 3. Basic Design means a design comprising a project site selection map and a general layout plan, showing the characteristics and details of buildings (structures) within the project scope, and including site layout and determination of architectural form; 4. Detailed Design means a complete set of construction designs, including architectural drawings, engineering drawings, and various enlarged drawings of parts requiring clear detailing, together with material usage drawings and installation drawings for various equipment; 5. Design Documents means documents composed of architectural drawings, engineering drawings, technical detail drawings, and cost estimation tables; 6. Special Grade Decoration means the decoration of a building or a place using high-quality materials and decorative equipment, combined with refined moldings and patterned ornaments, to make it exceptionally beautiful, reflecting national characteristics and integrating with the essence of the times; 7. Grade A Decoration means the decoration of a building or a place using medium-to-high quality materials and decorative equipment, combined with the use of aesthetically pleasing patterned moldings, to make it beautiful; 8. Medium Grade Decoration means the decoration of a building or a place using medium-quality materials and decorative equipment to make it beautiful, with the possible use of simple moldings; 9. Ordinary Grade Decoration means the decoration of a building or a place using ordinary quality materials and decorative equipment to make it beautiful, with the possible use of simple moldings; 10. Green Building means a building constructed through the entire process of survey, design, construction, use, maintenance, repair, and up to demolition and removal, which fully considers the impact on the environment, indoor air conditions, and efficiently and effectively utilizes renewable energy, water resources, and other resources; 11. Investigation-Interrogation Room means a room with a specific purpose used for carrying out investigation-interrogation work procedures (note: the official gazette original truncates this clause); 12. Valuable Items Storage Room means a room used for storing items, aimed at ensuring safety, preserving the original form of the items, and maintaining their value.
