Articles
Article 1
Purpose. This Decree stipulates the principles and regulations regarding the allocation, management, use, maintenance, and disposal of state vehicles, serving as a basis for Party and state organizations, the Lao Front for National Development, the Lao Veterans' Federation, mass organizations, and state-owned enterprises at all levels, as well as persons authorized to use vehicles for senior leadership positions, in managing state vehicles, aiming to establish high uniformity in organization and implementation nationwide, ensure compliance with the state's savings policy, and align with the actual conditions of the country.
Article 2
State Vehicles. State vehicles refer to state property acquired through the state budget, budgets of state-owned enterprises, loan funds, gratuitous aid provided in various forms by domestic or foreign organizations or individuals, as well as property confiscated by court judgments, all of which must be registered in the state property ledger at the financial department, issued with registration certificates, and assigned license plates by relevant agencies, and managed in accordance with regulations. State vehicles shall be allocated for specific purposes, used for administrative management, professional and specialized work, official service vehicles, and state-owned enterprises, and shall perform their functions in accordance with the assigned duties.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Single Position System means, in the case of holding multiple concurrent positions, the highest single position shall serve as the basis for allocating official vehicles for senior leadership positions; 2. Leaving Office refers to those who enjoy retirement or resignation benefits, have died, are subject to disciplinary sanctions, or have been dismissed; 3. Changing the Form of Use of Position Vehicles means transferring, allocating, exchanging vehicles to individuals or organizations in any form, or changing the user; 4. Administrative Vehicles refer to vehicles serving the general administrative work of central and local ministries, departments, bureaus, and organizations; 5. Specialized Professional Vehicles refer to vehicles specifically serving work equipped with specialized technical equipment and instruments, including vehicles serving national defense and public security work, such as medical professional vehicles, fire trucks, prisoner transport vehicles, broadcast and television frequency signal relay vehicles or telecommunications equipment vehicles, guide vehicles, garbage trucks, primary machinery vehicles, vehicles used by armed forces, etc.; 6. State Enterprise Vehicles refer to vehicles used for the management and business activities of state enterprises and recorded as fixed assets of that state enterprise.
