This Law prescribes the principles, rules, and procedures for the creation of legal normative documents, in order to make the creation and improvement of legal normative documents efficient, transparent, and uniform throughout the country, ensuring that the content of legal normative documents is of quality, rigorous, easy to understand, enforceable, and consistent with the actual situation of the country, capable of aligning with regional and international standards, and contributing to the construction of a rule-of-law state of the people, by the people, and for the people.

Legal normative documents refer to legal documents that regulate social relations, have general binding force or specific binding force, and are created, approved, and promulgated by competent central and local state authorities.
