Articles

Article 1

Ministries, ministry-level agencies, central and provincial investment promotion and management committees, administrative and professional affairs budget units, and local administrative bodies at all levels shall, in accordance with their respective duties and authorities, enhance their sense of responsibility and organize the implementation of all promulgated laws and regulatory documents concerning the management and prevention of losses in state budget revenue.

Article 2

All ministries, ministry-level agencies, and local administrative agencies at all levels shall suspend or repeal any regulatory documents they have issued that are inconsistent with the laws and regulations governing the management of national budget revenues.

Article 3

The Central Investment Promotion and Management Committee and Provincial Investment Promotion and Management Committees shall take the lead in enhancing responsibility, studying and formulating implementation measures to accurately comply with promulgated laws and regulatory documents, such as the Law on Investment Promotion, the Law on Customs (Amended), the Law on Tax Administration, the Law on Consumption Tax, the Law on Income Tax, the Law on Value Added Tax, the Law on Accounting, the Law on Enterprises, and other relevant laws. For matters not covered by laws and promulgated regulatory documents, they shall report to the Government to seek approval from the National Assembly, particularly for large-scale investment projects involving natural resources, minerals, electrical energy, and infrastructure construction projects.
