Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the imposition of fines and other measures on violators of road traffic laws and regulations, serving as a basis for road traffic control enforcement personnel to accurately and strictly impose penalties and take measures against violators, aiming to raise awareness among all types of drivers and road users to respect and comply with laws and regulations, to ensure orderly, convenient, smooth, and safe road traffic nationwide, to protect the lives and property of individuals and the public, and to promote national economic and social development.
Article 2
Fines and Other Measures. Fines refer to economic measures imposed on persons violating land traffic laws and regulations according to the penalty amounts specified in this Decree. Other measures refer to additional measures imposed on persons violating land traffic laws and regulations beyond fines, such as educational warnings, suspension of driving licenses, and revocation of driving licenses.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Motorcycle refers to vehicles with two, three, or four wheels; 2. Three-wheeled motor vehicle refers to vehicles such as tuk-tuks, Jumbos (passenger tricycles), etc.; 3. Moped refers to two- or three-wheeled vehicles equipped with an engine with a displacement not exceeding 50 cc, or an electric motor of 0.25–4 kW, in some cases with a platform or pedals resembling a bicycle, with a maximum speed not exceeding fifty kilometers per hour; 4. Small passenger vehicle refers to a passenger vehicle with a maximum seating capacity, including the driver, of not more than 15 seats; 5. Medium passenger vehicle refers to a passenger vehicle with a seating capacity, including the driver, of 16 to 35 seats; 6. Large passenger vehicle refers to a passenger vehicle with a seating capacity, including the driver, of 36 seats or more; 7. Small cargo vehicle refers to a cargo vehicle with a load capacity, including the vehicle's own weight, not exceeding 3,500 kilograms; 8. Medium cargo vehicle refers to a cargo vehicle with a load capacity, including the vehicle's own weight, of 3,501 to 15,000 kilograms; 9. Large cargo vehicle refers to a cargo vehicle with a load capacity, including the vehicle's own weight, of 15,001 to 50,000 kilograms; 10. Traffic area refers to the area where people and livestock travel along the road.
