Article 1

Purpose. This Agreement stipulates principles, regulations, and measures concerning the management and use of chemical labels, ensuring that the hazard information on chemical labels is accurate and scientifically sound, aiming to safeguard health, life, property, and the environment, and to promote national economic and social development in a green and sustainable direction.

Article 2

Chemical Label. A chemical label refers to information indicating the hazards of chemical substances through text or graphics, to ensure safety during handling, storage, and use.

Article 3

Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Toxic substance means any chemical whose chemical reaction affects life processes, causing death, injury, temporary or permanent paralysis; 2. Flammable substance means a substance that is easily ignited by heat or sparks, or can spontaneously ignite, including in gaseous, liquid, or solid form; 3. Flammable gas means a gas that can ignite when mixed with air at a ratio of 12% to 13% under conditions of 20 degrees Celsius and standard atmospheric pressure of 101.3 kPa; 4. Flammable liquid means a liquid with a flash point between 23 and 60 degrees Celsius and an initial boiling point between 35 and 93 degrees Celsius; 5. Flammable solid means a solid that is easily ignited by heat, friction, undergoes a vigorous exothermic reaction, or reacts with water to produce flammable gas; 6. Explosive chemical means a chemical substance that releases a large amount of internal energy upon reaction, causing an explosion; 7. Corrosive chemical means a chemical substance that strongly corrodes skin and metals, with an acidity not exceeding 2 or an alkalinity between 11.5 and 14; 8. Hazardous to the aquatic environment means a chemical substance that is toxic to aquatic organisms or causes changes in aquatic ecosystems, producing acute or long-term effects; 9. Hazardous to health means a chemical substance that is toxic to the body, causing allergic diseases, germ cell mutations, cancer, reproductive toxicity, or corrosion of skin and eyes; 10. Pressurized gas means a gas contained in a container at a pressure higher than 280 kPa (at 20 degrees Celsius), or a cryogenic liquid, such as compressed gas, liquefied gas, dissolved gas, or cryogenic liquefied gas; 11. Mass explosion means a large-scale or massive explosion; 12. Critical temperature means the lowest temperature at which a chemical can stably exist as a gas; above this temperature, the gas cannot be converted into a liquid regardless of the pressure applied; 13. LD50 means the dose of a chemical used in a single test on animals that causes death in half, i.e., 50%, of the test animals; 14. LC50 means the concentration of a chemical in air or water that causes death in half, i.e., 50%, of the test animals; 15. EC50 means the concentration of a chemical that produces the maximum effect or response in half, i.e., 50%, of the test animals; 16. NOAEL means the highest concentration of a chemical at which no observed adverse effect or no effect on test animals is observed; 17. BOD means the concentration value of a biological indicator, such as BOD and COD; 18. Ignition point (kindling point) means the temperature at which a fuel can ignite and cause its vapors to volatilize, leading to sustained combustion; the ignition point is several degrees higher than the flash point; 19. Flash point means the lowest temperature at which a spark source can ignite vapors volatilized from a gas or liquid; 20. Combustion (flammable) range means the amount of gas in air, expressed as a percentage, that can cause combustion when the ignition temperature is reached, or the concentration range of vapors suitable for ignition, between the lower flammability limit (LFL) and the upper flammability limit (UFL).
