Article 1
Purpose. This Decree stipulates the principles and systems for managing and monitoring the issuance of visas and the determination of periods of stay in the Lao People's Democratic Republic for ethnic Lao people residing abroad, in order to ensure uniformity, efficiency, and effectiveness in the organization and implementation of such work. It aims to facilitate the entry, exit, and stay of ethnic Lao people residing abroad in the Lao People's Democratic Republic, while contributing to national stability, social peace and order, and the defense and development of the country.
Article 2
Issuance of visas and determination of the period of stay in the Lao People's Democratic Republic for ethnic Lao people residing abroad. Issuance of visas to ethnic Lao people residing abroad means permitting ethnic Lao people residing abroad, their family members, and family members of Lao citizens holding foreign nationality or stateless persons, to enter and exit the Lao People's Democratic Republic once or multiple times. Determination of the period of stay in the Lao People's Democratic Republic for ethnic Lao people residing abroad means permitting ethnic Lao people residing abroad, their family members, and family members of Lao citizens holding foreign nationality or stateless persons, to stay under short-term or long-term visa categories.
Article 3
Definition of Terms. The terms used in this Decree have the following meanings: 1. Lao ethnic persons residing abroad refer to individuals born to both parents, or a father or mother who is a Lao citizen or holds Lao nationality acquired at birth, who have resided abroad for a long term and have lost Lao nationality, including their children and grandchildren; 2. Family members refer to the spouse (husband or wife) and children of Lao ethnic persons residing abroad; 3. Family members of Lao citizens holding foreign nationality or statelessness refer to the spouse (husband or wife) and children of Lao citizens residing abroad for a long term; 4. Representative offices of the Lao People’s Democratic Republic abroad refer to diplomatic missions, consular missions, and permanent missions to international organizations of the Lao People’s Democratic Republic stationed abroad; 5. Consular officials refer to cadres-civil servants under the Consular Department of the Ministry of Foreign Affairs, as well as personnel engaged in consular work within the representative offices of the Lao People’s Democratic Republic abroad.
