Article 1
Purpose. This Agreement stipulates the rules and measures concerning the control and supervision of standard values for lead content in paints or coating products, applicable to the production or import of paints or coating products, aiming to ensure that the lead content in the said substances does not exceed the prescribed standards, in order to control pollution caused by lead that may harm the life and health of humans, animals, and plants, as well as ecosystems, and to contribute to socio-economic development and environmental protection in a green and sustainable direction.
Article 2
Control of lead in paints or coating products. Control of lead in paints or coating products refers to the control of the content of lead mixture components in paints or coating products during the production process and at the import stage, to ensure compliance with standard values.
Article 3
Definition of terms. The terms used in this Agreement shall have the following meanings: 1. Lead refers to a substance with the chemical symbol Pb (lead diacetate), classified as a major metal, located in Group IVA of the periodic table of chemical elements, with an atomic number of eighty-two and an atomic weight of 207.19; 2. Coated products refer to products in liquid, semi-solid, or powder form, used for coating materials to impart gloss, polish, prevent corrosion or rust, decorate, or confer specific characteristics; 3. ASTM (American Society for Testing and Materials) refers to standards related to detailed specifications of materials and products that are published and implemented; 4. ISO (International Organization for Standardization) refers to the international standardization organization that develops standards related to commerce and industry; 5. ppm (parts per million) refers to a unit of concentration, representing one part per million.
