Article 1
Purpose. This Agreement stipulates the system, steps, and measures for environmental technical monitoring and inspection of investment projects and various business activities under the purview of the Ministry of Natural Resources and Environment, in order to carry out the aforementioned work lawfully, transparently, and uniformly nationwide, aiming to prevent, mitigate, and resolve negative environmental impacts caused by investment projects and various business activities, while safeguarding the legitimate rights and interests of the State, the people, and investors, and promoting their participation in economic and social development in a green and sustainable direction.
Article 2
Environmental technical monitoring and inspection of investment projects and various business activities. Environmental technical monitoring and inspection of investment projects and various business activities refers to the monitoring and inspection carried out by the natural resources and environment department on the implementation of environmental work during the construction period, operation period, and project termination period of investment projects and various business activities, mainly including: environmental obligations, conditions of environmental certificates, environmental management and monitoring inspection plans, compensation plans for losses, resettlement and livelihood arrangements, and specialized management plans.
