Articles
Article 1
(Scope of Application) The Decree on Seals does not govern the seals of Party organizations, the Lao Front for National Construction Central Committee, or mass organizations; such seals are managed by the Party Central Committee's Organizational Committee. As for the seals of foreign representative offices, international organizations, and non-governmental organizations (NGOs) not subordinate to the government that operate permanently within the territory of the Lao People's Democratic Republic, they shall be managed in accordance with established principles; however, in terms of design, specifications, and content, they shall be based on the proposals of relevant departments and confirmed and approved by the Ministry of Foreign Affairs of the Lao People's Democratic Republic. Article 2
Article 5: State-owned enterprises, mixed-ownership enterprises where state-owned capital accounts for fifteen percent (15%) or more, enterprise groups and enterprise federations that are registered and hold business registration certificates to conduct business activities, shall use octagonal seals.
Article 3
Article 6: Associations, federations, clubs, societies, and foundations that are approved for establishment, hold a registration certificate for associations, and engage in non-profit social relief activities, as well as commercial associations and trade associations, shall use round seals with blue ink.
