Article 1
Purpose. This Decision prescribes regulations and measures for the management and tracking supervision of the treatment and disposal of toxic and hazardous chemical waste, so that the treatment and disposal of such waste comply with methods and technical standards, aiming to mitigate impacts on the life and health of humans, animals, and plants, as well as ecosystems, and to contribute to economic and social development and environmental protection in a green and sustainable direction.
Article 2
Management and Follow-up Monitoring of the Treatment and Disposal of Toxic and Hazardous Chemical Waste. Management and follow-up monitoring of the treatment and disposal of toxic and hazardous chemical waste refers to the survey, registration, storage, transport, treatment, and disposal of such chemical waste to ensure the safety of human, animal, and plant life and health, as well as the security of the ecosystem.
Article 3
Definition of Terms. The terms used in this Decision shall have the following meanings: 1. Toxic and hazardous chemical waste means waste generated from the possession or use of chemicals in liquid or solid form for production processes, business operations, and services, including containers, packaging materials, and equipment contaminated by chemicals, chemicals that have lost their properties, residual chemicals, and others; 2. Equipment contaminated by chemicals means tools, utensils, accessories, and machinery containing chemical contamination; 3. Chemicals that have lost their properties means chemicals that have deteriorated due to storage not conforming to technical standards, exceeding the expiration date specified on labels or other certification documents, or deteriorating before the expiration date; 4. Residual chemicals means chemicals remaining in soil or water after use in operations or production (such as industry, agriculture, mining, services).
