Articles

Article 1

Purpose. This instruction is issued to serve as a basis for the central and local levels of the Natural Resources and Environment sector to collect fees and service charges of the Natural Resources and Environment sector at the rates prescribed by the President's Decree on Fees and Service Charges No. 002/ປປທ (June 17, 2021), ensuring that collection is uniform, complete, and correctly implemented, and that the revenue from collected fees and service charges is remitted to the state budget in accordance with the law.

Article 2

Fees and Service Charges. Fees refer to charges for the exercise of state administrative authority, collected from individuals, legal entities, or organizations conducting socio-economic activities through confirmation and/or licensing by state agencies. Service charges refer to technical administrative costs, collected from individuals, legal entities, or organizations using services provided by state agencies for social purposes (not for profit), to subsidize state budget expenditures.
