Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures for the management and monitoring and inspection of railway law enforcement personnel, in order to ensure that their activities are correct, efficient, and effective, aiming to guarantee that railway transportation is convenient, rapid, smooth, modern, safe, secure, and orderly on trains, at stations, and along railway lines, thereby contributing to the national defense, security, and economic and social development of the country.
Article 2
Railway Law Enforcement Officers. Railway law enforcement officers refer to railway police and railway operation inspectors, who are appointed and assigned to perform duties of control, maintenance of peace, safety, and order on trains, at stations, and along railway lines.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Train means a vehicle composed of connected carriages, pulled by a locomotive, running on tracks to transport passengers and goods; 2. Railway line means the area comprising railway tracks, tunnels, bridges, safety zones, railway reserves, and various facilities; 3. Safety technical equipment means equipment used to ensure the safety of railway transport, such as warning signs, prohibition signs, directional signs, guardrails, closed-circuit cameras, fire extinguishers, emergency alarm devices, window-breaking hammers, ventilation devices, emergency braking systems, and other equipment.
