Articles

Article 1

Purpose. This Decision stipulates the principles, regulations, methods, and measures for managing, tracking, and inspecting conception, surrogacy, miscarriage, and induced abortion within the territory of the Lao People's Democratic Republic, in order to ensure that the conduct of such work is in accordance with scientific principles, medical ethics, humanitarian spirit, and is fair to the citizens.

Article 2

Conception and Abortion. Conception (assisted reproduction) refers to methods used by specialized medical experts to help married couples who cannot conceive naturally on their own to achieve pregnancy. Surrogacy refers to methods used by specialized medical experts to help married couples who cannot conceive on their own, where another person carries the pregnancy. Miscarriage (spontaneous abortion) refers to abortion that occurs naturally. Induced abortion refers to the intentional termination of pregnancy using drugs or medical instruments, causing the expulsion of the embryo from the uterus.

Article 3

Interpretation of Terms. The meanings of the terms used in this Decision are as follows: 1. Egg, refers to a living cell produced by a woman's ovary, used for fertilization with sperm until it develops into a living embryo; 2. Sperm, refers to a living cell produced by a man's testicles, obtained by self-help methods or various medical techniques, used for fertilization with an egg until it develops into a living embryo; 3. Embryo, refers to a living entity formed from the natural combination of an egg and sperm or fertilization using scientific techniques, aged less than 8 weeks, which will develop into a fetus (Foetus); 4. Intrauterine Insemination (IUI), refers to the injection of selected strong sperm into the uterine cavity to enable natural conception; 5. In Vitro Fertilization (IVF), refers to the removal of sperm and eggs for fertilization in a test tube to form an embryo, and then the injection of the embryo into the uterine cavity; 6. Intracytoplasmic Sperm Injection (ICSI), refers to the injection of sperm into the cytoplasm of an egg to achieve fertilization in a test tube to form an embryo, and then the injection of the embryo into the uterine cavity.
