Summary
The Ministry of Natural Resources and Environment of the Lao PDR issues an agreement stipulating pollution control and treatment measures, pollution monitoring and inspection, pollution control measures in emergencies, and delineation of danger zones and pollution risk zones, to reduce and limit the impact of air, soil, water, and disturbance pollution on humans, animals, plants, and ecosystems, promote green and sustainable development, and protect the environment.

Article 1
Purpose. This Agreement stipulates measures for pollution control and remediation, pollution monitoring and inspection, pollution control measures in emergencies, the designation of hazardous zones, and pollution risks, in order to reduce and limit the impacts caused by pollution of the atmosphere, soil, water, and disturbances, ensuring they do not exceed national environmental standards. The aim is to minimize their effects on the life and health of humans, animals, plants, other living organisms, and ecosystems, to participate in economic and social development, and to protect the environment in a green and sustainable direction.
Article 2
Pollution Control. Pollution control refers to the investigation, registration, and measures for control and remediation of pollution of the atmosphere, soil, and water, as well as disturbances. The aforementioned pollution is primarily caused by toxic chemicals, radioactive substances, and waste, which pollute or mix into the atmosphere, soil, and water, exceeding national environmental standards, originating from certain business activities and natural causes.
Article 3
Definition of terms. 1. Naturally occurring pollution refers to pollution caused by forest fires, volcanic eruptions, wind or storm dust, earthquakes, floods, soil erosion, and landslides; 2. Pollution from human activities refers to pollution caused by various operational activities, such as agriculture, forestry, mining, industry, public health, educational research and experimentation, waste incineration, waste treatment, and transportation; 3. Pollution emergency zone refers to an area where pollution arises from an incident in an operational activity, involving the mixing of toxic chemicals or concentration values exceeding national environmental standards, resulting in environmental degradation and impacts on the life and health of humans, animals, plants, other organisms, and ecosystems; 4. Pollution hazard zone refers to an area where toxic chemicals are mixed or concentration values exceed national environmental standards, causing severe and uncontrollable impacts on the life and health of humans, animals, plants, other organisms, and ecosystems; 5. Safety standards refer to measures established to address potential impacts of an operational activity, reducing risks that may cause pollution, to ensure life, health, and property; 6. Clean oil refers to oil that contains no or only low levels of heavy metals, has low acidity, and is filtered according to approved international standards.
