Summary

Articles
Article 1
Purpose. This Decree stipulates principles, regulations, and measures concerning the organization, activities, management, monitoring, and inspection of medical civil servant work, enabling central and local medical civil servant management agencies to carry out such work correctly, systematically, uniformly, robustly, and thoroughly, aiming to ensure that disease prevention, health promotion, treatment, and functional rehabilitation work are of quality, fairness, promptness, and modernity, contributing to the national defense and development cause.
Article 2
Medical civil servants. Medical civil servants are Lao citizens who hold a medical degree at any level, are recruited or appointed to a position in the public health sector, national medical service institutions, public health education institutions, or the Lao Red Cross, and receive salaries and allowances from the state budget.
Article 3
Interpretation of Terms. The terms used in this Decree-Law have the following meanings: 1. Level II Specialist refers to a person who has completed a medical or dental teaching course delving into a specialized field after obtaining a Level I Specialist qualification; 2. Level I Specialist refers to a person who has completed a medical or dental teaching course delving into a specialized field after obtaining a Bachelor's degree in Medicine or Dental Medicine; 3. Clinical Doctor or Master refers to a person who has obtained a doctoral or master's degree in the direction of clinical medical practice abroad and practices in a medical service institution; 4. Research Doctor or Master refers to a person who has obtained a doctoral or master's degree in the direction of philosophical and scientific research in a medical discipline; 5. Complex Work Similar to Surgery refers to general laparotomy or surgical removal of waste, hemostasis, lung puncture, drainage of pus or pleural fluid, cardiovascular bypass, heart valve replacement, kidney dialysis, etc.; 6. National Medical Service Institution refers to central hospitals, specialized treatment centers, district hospitals, provincial hospitals, community hospitals, health stations, village-level essential medicine kits, and traditional medicine treatment centers; 7. Benefits refer to salary, allowances, bonuses, pension supplements, and other benefits, in addition to basic infrastructure facilities obtained in the performance of duties according to laws and regulations; 8. Functional Rehabilitation refers to the restoration of bodily functions, such as medical treatment, therapy, guidance, training, or rehabilitation of organs or limbs (including mental), enabling functional recovery to live, move, and self-care; 9. Contract Workers and Volunteers refer to Lao citizens or foreigners who have any level of education, obtain the consent of the head of a financially self-sufficient national medical service institution, and receive benefits from service fees in accordance with regulations.
