Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures concerning the management, monitoring, and inspection of the implementation of policies for cadres and civil servants performing duties in remote, far-flung, and difficult areas, ensuring uniformity, efficiency, and effectiveness in the execution of such work, with the aim of encouraging and promoting the enthusiasm and initiative of cadres and civil servants when performing duties in the aforementioned areas, contributing to national economic and social development, gradually improving the living conditions of people of all ethnic groups, and moving towards gradual poverty reduction.
Article 2
Remote, Distant, and Difficult Areas. Remote, distant, and difficult areas refer to villages located more than twenty kilometers from the political, economic, cultural-social, and service centers of a district and more than one hundred kilometers from the provincial center; their infrastructure, technical materials, economic, cultural, and social development remain limited, people's livelihoods still depend on nature, backward customs and habits persist, language communication faces difficulties, and due to terrain conditions, they are areas that are difficult to access, without road access, with high risks or prone to natural disasters and infectious diseases, affecting people's lives and property.
Article 3
Principles for Implementing Policies for Cadres and Civil Servants Performing Duties in Remote, Frontier, and Difficult Areas. The implementation of policies for cadres and civil servants performing duties in remote, frontier, and difficult areas must adhere to the following principles: 1. Conformity with guidelines, policies, the Constitution, and laws; 2. Democratic centralism, collective decision-making, individual responsibility, and clear hierarchical management; 3. Centralized unity nationwide, with equality, fairness, transparency, and verifiability; 4. Alignment with socio-economic development in stages; 5. Protection of the interests of cadres and civil servants stationed in remote, frontier, and difficult areas; 6. Implementation of policies based on changes in the value of indices at each stage, which must be carried out on the basis of research, consideration, and decision by the Ministry of Home Affairs, in coordination with relevant parties, and reported to the Government.
