Article 1

Purpose. This Agreement stipulates the principles, regulations, and measures concerning the management of the transit of goods through the Lao People’s Democratic Republic, ensuring their proper compliance with the laws, regulations, treaties, and international agreements to which the Lao People’s Democratic Republic is a party, with the aim of creating favorable conditions for the transit of goods and contributing to the promotion of national economic and social development.

Article 2

Management of Transit Goods. Management of transit goods refers to the tracking, inspection, and issuance of permits for goods of one country before they are transported through the customs territory of the Lao People's Democratic Republic to a third country. For goods that are on the list requiring an import or export permit, or for the transit of controlled goods, a permit must be applied for before the goods transit. For the transit of goods not on the aforementioned list, customs declaration procedures shall be carried out in accordance with the procedures stipulated in the Customs Law and other relevant regulations, without the need to apply for a permit.

Article 3

Definition of terms. The terms used in this Agreement have the following meanings: 1. Controlled goods refer to goods included in the list requiring application for import or export permits (automatic and non-automatic), as determined by the Ministry of Industry and Commerce in stages; 2. License refers to a certification document proving permission for the lawful and compliant transit of controlled goods through the Lao People's Democratic Republic; 3. Import and export management agency refers to the various departments responsible for managing and issuing licenses for the transit of controlled goods through the Lao People's Democratic Republic.
