Articles
Article 1
Purpose. This Decree stipulates principles, regulations, and measures for the management, monitoring, and inspection of e-commerce activities, aiming to develop, modernize, ensure the safety and reliability of such activities, protect the legitimate rights and interests of customers and e-commerce operators, align with regional and international standards, and contribute to the national socio-economic development.
Article 2
E-commerce. E-commerce refers to the sale, purchase, or exchange of goods or services between operators and customers through electronic channels.
Article 3
Interpretation of Terms. The terms used in this Decree have the following meanings: 1. Operator means a natural person or legal entity engaged in the sale of goods or provision of services through electronic means; 2. Customer means a natural person, legal entity, or organization that purchases or uses goods or services through electronic means; 3. Electronic Channel means a website, program, or other instruction set used for conducting e-commerce business activities; 4. E-commerce Channel Owner means an operator, natural person, or legal entity who is the owner of an e-commerce website or program; 5. Electronic Ordering Instruction (online ordering) means an instruction installed in a device for receiving and sending information within or connected to an e-commerce channel, enabling a buyer to initiate the conclusion of an e-commerce contract under the conditions specified in the e-commerce channel; 6. Electronic Marketplace (marketplace) means an e-commerce channel created by a natural person or legal entity to provide e-commerce services to those buying and selling goods or services.
