Article 1

Instruction: On the Organization and Implementation of Civil Servants' Professional Ethics Work. Basis: Decree No. 97/Government on the Organization and Activities of the Ministry of Interior (March 9, 2017); Decree No. 184/Government on Professional Ethics of Civil Servants (June 26, 2019); Letter No. 36/Evaluation and Development Department from the Department of Cadre Evaluation and Development (March 31, 2021). To continue comprehensively advancing the mission of reform with principles and mass character, sincerely serving the people, and especially to continuously improve the professional ethics of civil servants, the Government has promulgated Decree No. 184/Government on Professional Ethics of Civil Servants dated June 26, 2019, as a basis for implementation by central and local party and state organizations, aiming to manage and educate civil servants to possess political qualities, firm revolutionary moral character, high responsibility for their work, consciousness, respect for and strict compliance with laws and regulations, efficiency, and contribution to the defense and development of the country. The Minister of Interior hereby issues this instruction.
Article 2
Purpose. 1. To explain in detail and clearly certain contents of the Code of Professional Ethics for Public Servants; 2. To serve as a basis for the Party, State, Lao Front for National Construction, National Veterans Federation, and mass organizations at all levels at the central level to correctly, clearly, rigorously, and practically refine it into specialized professional ethics for their respective sectors; 3. To serve as a basis for organizations at both central and local levels to correctly conduct propaganda, training, and performance evaluation of public servants within their units.
Article 3
Meaning of Professional Ethics for Public Officials and Professional Ethics. The term "professional ethics (ຈັນຍາບັນ)" is composed of "ຈັນຍາ (conduct)" and "ບັນ (texts, records)": "ຈັນຍາ" or "ຈະຣິຍາ" refers to the behavior and etiquette displayed and conducted within a group or in public settings; "ບັນ" refers to texts, compilations, or records. Therefore, "professional ethics" means: a code of conduct in public settings recorded in documentary form. "Professional ethics for public officials" refers to the code of conduct that every public official must respect and strictly comply with.
