Basis: Pursuant to the Family Registration Law No. 44/ສພຊ, promulgated on June 14, 2018; pursuant to the Decree on the Organization and Activities of the Ministry of Home Affairs No. 97/ນຍ, promulgated on March 9, 2017; pursuant to the Decree on the Marriage of Lao Citizens with Foreigners, Aliens, and Stateless Persons No. 184/ລບ, promulgated on March 10, 2021; pursuant to the Recommendation of the Civil Administration Department No. 14/ຄພ, promulgated in 2021. In order to ensure the effective and efficient implementation of the Family Registration Law (Revised 2018) within the responsibilities of the Ministry of Home Affairs, the Minister issues the following guideline.

Article 2

Purpose. To refine, clarify, and make rigorous the content of certain provisions under the responsibilities of the Ministry of Interior in the Family Registration Law (Revised Edition 2018); to ensure the correct, complete, strict, and uniform implementation of family registration work under the responsibilities of the Ministry of Interior nationwide; to enable individuals and families to know, understand, and correctly carry out family registration work in accordance with the provisions of the Family Registration Law.
