Article 1

Part I General Provisions. I. Purpose. This Guidance aims to guide public officials and organizations of the Party and the State to be informed and clearly understand the principles, methods, and regulations for the management and use of the government teleconferencing system, to ensure its efficient operation and security, and to promote the highest effectiveness in the work of various departments, contributing to the cause of defending and building the nation. This Guidance is based on the following: Based on the Law on Information and Communication Technology (No. 02/National Assembly, promulgated on November 7, 2016); Based on the Law on Electronic Information Protection (No. 25/National Assembly, promulgated on May 12, 2017); Based on the Decree of the Prime Minister on the Organization and Activities of the Ministry of Posts and Telecommunications (No. 22/General, promulgated on January 16, 2017); Based on the Agreement on the Management and Use of the Government Teleconferencing System (No. 21339/ປທສ, promulgated on August 21, 2019). Accordingly, the Minister issues this Guidance.

Article 2

2. Definition of Terms. The meanings of the terms used in this Guidance are as follows: (1) Remote Conference (Video Conference): refers to a meeting held jointly between two or more locations via an internet network system using images and sound, where participants at one location can see the scene at the other location's venue on a screen, and both parties can converse in real time; (2) Server: refers to a computer system with high processing capability, connected via a network and installed with software and various programs, providing services to other computers using computer programs, and serving as the control core of the remote conference system, consisting of image and sound processing servers, file servers, database servers, etc.; (3) Internet: refers to the interconnection of global computer network systems via telecommunications networks for sending, receiving, and exchanging information and data; (4) Security: refers to the security of the remote conference system, including the hardware equipment, software, computer network system, and information data used by the remote conference system; (5) Meeting Organizer (Host): refers to the person responsible for holding the meeting, whose duties include creating the meeting room, managing the meeting room, and establishing a list of invited guests; (6) Public Cloud: refers to a cloud system developed and managed by the state or private institutions, providing general services domestically and internationally; (7) System Operator: refers to the person who controls the remote conference system during the meeting; (8) Meeting Room Link: refers to the link sent by the meeting organizer to participants for joining the remote meeting; (9) One-Time Password: refers to a username and password used only for a single entry into the meeting, which cannot be used again next time.
