Articles

Article 1

Article 1. Purpose
This Law prescribes principles, rules, and measures regarding the management, monitoring, and inspection of the work of diplomatic ranks, in order to render such work effective and efficient, aiming to build and develop cadres and civil servants of the Ministry of Foreign Affairs to meet standards, be steadfast in political quality, proficient in organization, diplomatic skills, and foreign languages, maintain strict discipline, proactively implement foreign policies, and contribute to the cause of defending and developing the nation.

Article 2

Article 2 Diplomatic Ranks
A diplomat is a cadre or civil servant of the Ministry of Foreign Affairs who holds a diplomatic rank.
A diplomatic rank is a state-level rank conferred by the Lao People’s Democratic Republic upon cadres and civil servants of the Ministry of Foreign Affairs for the purpose of conducting foreign affairs work domestically and internationally.

Article 3

Article 3: Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Representative office: refers to the diplomatic representative office, consular representative office, and permanent representative office to international organizations of the Lao People’s Democratic Republic abroad;
2. Diplomatic affairs: refers to the profession related to activities and skills in conducting and handling international relations;
3. International law: refers to the principles and rules stipulated in treaties to which the Lao People’s Democratic Republic is a party, as well as customary international law governing international relations.
