Article 1

Purpose

Permitting foreign workers to enter the Lao People's Democratic Republic for work is the process of studying, considering, and deciding on the introduction of foreign labor for entry and work, based on the declaration of necessary needs for the use of foreign labor by labor units, and regulated by labor management authorities in accordance with the procedures stipulated by relevant laws and regulations.

Article 3

Interpretation of Terms
The terms used in this Decision shall have the following meanings:
1. Foreign worker means a foreigner who, based on the declaration of the employer and through procedures prescribed by relevant laws and regulations, is permitted to enter the Lao People's Democratic Republic to work in a labor unit;
2. Foreign labor user means a legal entity lawfully permitted to invest and conduct business activities in accordance with the laws and regulations of the Lao People's Democratic Republic;
3. Labor unit means an economic, production, or service unit in various fields, or an investment project, registered in accordance with laws and regulations;
4. Foreign labor usage quota means the number of foreign workers permitted for use by a labor unit each year;
5. Entry permit means a permit issued each time by the provincial or Vientiane capital labor and social welfare office and the employment service center, allowing a foreign worker to enter the Lao People's Democratic Republic for work;
6. Labor management authority means the Ministry of Labor and Social Welfare and the provincial and Vientiane capital labor and social welfare offices.
