Articles
Article 1
Assign the National Committee for Anti-Money Laundering and Counter-Terrorist Financing, ministries, ministry-level agencies, local administrative authorities, reporting entities, and relevant individuals, legal persons, and organizations to implement the steps and methods for the seizure, attachment, freezing, and handling of funds related to the proliferation of weapons of mass destruction as stipulated in this Order.
Article 2
Financing of the proliferation of weapons of mass destruction under this Order refers to the activities of individuals or legal persons designated as targets of targeted financial sanctions by United Nations Security Council Resolution 1718 (2006), Resolution 2231 (2015), and their related annexes, or by the Security Council Committee established pursuant to such resolutions, and includes resolutions succeeding or replacing the aforementioned resolutions.
Article 3
Funds subject to detention, seizure, and freezing under this Order include all types of funds or financial assets, economic resources, all types of property, whether tangible or intangible, movable or immovable, acquired by any means; as well as any form of legal documents or instruments (including electronic or digital forms) that evidence ownership and/or interest in funds or property, including bank credits, traveler's checks, bank checks, money orders, shares, securities, bonds, letters of credit, other interest, dividends or other income, and proceeds generated from or derived from the value of funds or other property, and any property that may be used to obtain funds, goods, or services.
