Article 1. Purpose
This Law stipulates principles, regulations, and measures regarding the management, supervision, inspection, organization, and implementation of higher education work, in order to develop such work to meet standards and quality, aiming to build and develop human resources with political qualities, revolutionary moral conduct, professional ethics, knowledge, and abilities, achieving physical development, enabling research and application of scientific research results, technology, and innovation outcomes commensurate with corresponding academic qualifications, and enabling integration and competition with the region and internationally, participating in the defense and development of the nation.

Article 2. Higher Education
Higher education refers to education following upper secondary education or equivalent qualifications or vocational education, organized to provide instruction at the levels of diploma, bachelor's degree, master's degree, and doctoral degree, and includes education in in-depth disciplines, first-level specialists, and second-level specialists, to promote lifelong learning, with the objective of cultivating and developing administrators, professional technicians, specialized personnel, researchers, and scientists.
