Article 1
Purpose. This Decree stipulates the principles, rules, and measures regarding the management, supervision, and inspection of marriages between Lao citizens and foreigners, expatriates, and stateless persons, aiming to make such work effective, with the objective of protecting the legitimate rights and interests of citizens and contributing to the defense and development of the nation.
Article 2
Marriage between Lao Citizens and Foreigners, Expatriates, and Stateless Persons. Marriage between Lao citizens and foreigners, expatriates, and stateless persons refers to an agreement between a Lao woman and a foreign, expatriate, or stateless man, or between a Lao man and a foreign, expatriate, or stateless woman, to live together as husband and wife, and which is correctly registered in accordance with the law.
Article 3
Interpretation of Terms. The terms used in this Decree shall have the following meanings: 1. Foreigner means a person holding the nationality of another country; 2. Resident alien means a person holding the nationality of another country but who has entered and permanently resides or lives in the Lao People's Democratic Republic, holds a resident alien card, and whose nationality is still officially recognized by their home government; 3. Stateless person means a person without documents proving their nationality of any country, who has been permitted and approved by the Government of the Lao People's Democratic Republic to live in the Lao People's Democratic Republic; 4. Representative offices of the Lao People's Democratic Republic abroad means diplomatic representative offices and consular representative offices.
