Article 1
Purpose. This Agreement establishes the principles and regulations for energy efficiency standards and energy efficiency labels for air conditioners within the territory of the Lao PDR, in order to promote energy conservation and energy protection in an efficient and effective manner, aiming to reduce energy expenditures, decrease environmental impact, contribute to sustainable development, improve the living standards of people of all ethnic groups, and promote national economic and social development.
Article 2
Air conditioner energy efficiency standards and energy efficiency labels. Energy efficiency standards refer to specific characteristics of products, goods, services, processes, and other related conditions, used for evaluating, classifying, and grading air conditioners to determine their energy efficiency. They are standards recognized on the basis of mutual recognition and harmonization at the regional or international level. Energy efficiency labels refer to graphics or labels that display energy efficiency information and energy efficiency grades of air conditioners.
Article 3
Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Air conditioner means an electrical appliance capable of regulating cooling, heating temperature and humidity, circulating air, and having a cleanliness level suitable for the user’s needs; 2. Split-type air conditioner means an air conditioner in which the outdoor unit (condensing unit) and the indoor unit (evaporating unit) are separated; 3. Non-ducted air conditioner means an air conditioner that delivers air through a low-level air supply system at the bottom of the unit, designed to distribute cool air to a designated area or required room; 4. Total cooling capacity means the amount of sensible and latent heat removed from a specific area by the evaporator coil of the air conditioner within a specified period; 5. Rated power input means the electrical power consumed simultaneously by the compressor, fan, control devices, and other ancillary equipment of the above-mentioned air conditioner when operating under standard test conditions; 6. Energy Efficiency Ratio (EER) means the ratio of the cooling capacity (BTU/h) of the air conditioner to the total electrical power input (W); 7. Energy-saving or inverter type air conditioners means air conditioners capable of adjusting the compressor speed to control the refrigerant flow and reduce current consumption; inverter units can precisely control temperature and automatically regulate temperature changes when the set temperature is reached; 8. Ordinary or non-inverter type air conditioners means air conditioners in which the compressor operation control system operates in an on-off manner throughout the entire working process; 9. Cooling Seasonal Performance Factor (CSPF) means the ratio of the total heat extracted from the conditioned area by the air conditioner over an entire season to the total electrical energy consumed during the same season, considered only for the seasonal period requiring air conditioning; 10. Operator registration means the registration of producers, importers, and sellers as stipulated in Article 17 of this Agreement.
