Article 1
Purpose. 1. To elaborate on the content of certain provisions of the Document Archives Law, making them detailed, clear, and rigorous; 2. To guide and explain the implementation methods for the management and reproduction of document archives; 3. To serve as a basis for organizations, individuals, and legal persons at all levels in the creation, management, determination of retention periods, use, monitoring, and inspection of archives, ensuring correct adherence to principles and maintaining uniformity nationwide.
Article 2
Additional explanation (partial content) 1: Preparation of official documents (Article 22, Section 1 of the Law on Archives). An official document is a document prepared by the Party, the State, the Lao Front for National Construction, the Lao Veterans' Federation, mass organizations, social organizations, legal persons, and individuals for use in official activities. Official documents prepared in the Lao language shall use the Phetsarath OT font, A4 paper size, with margins as follows: top margin 2 cm; bottom margin 2 cm; right margin 2 cm; left margin 3 cm; the line spacing for the entire text in portrait orientation shall be single spacing 1.0–1.15 or a fixed value of 17–22 points; the paragraph spacing for the entire text in portrait orientation shall be 0 points. Official documents using a foreign language (English) shall use the Times New Roman font.
Article 3
Additional Explanation No. 2: Constituent elements, layout, and determination of dimensions of each element of official documents (Article 23 of the Law on Archives). Official documents shall be processed as follows: 1) National emblem — The national emblem is circular, placed in the center of the national name at the top of the first page, with a diameter of 2 cm, and a top margin of 2 cm; 2) National name and national motto — The national name and national motto shall be printed correctly as prescribed by the Constitution, placed in the center below the national emblem on the first page, in 12-point bold font, without underlining, and without any symbols or marks below the national name and national motto; 3) Name of the issuing agency — Placed in the upper left corner of the first page of the document, below the national name and national motto, in 12-point regular font; when a subordinate agency issues or publishes a document, the name of the superior agency shall be listed above, and the name of the agency issuing or publishing the document shall be listed below; 4) Document number and abbreviation of the issuing or publishing agency: a. Document number — The document number is the serial number of the document, starting from No. 01 for the first document on January 1 each year, numbered consecutively until December 31 of that year, and restarted the following year; numbers 1–9 shall have a "0" added to the left; if an agency issues many documents, they shall be numbered separately by type. b.
