## Direct answer

“Temporary residence” is not one universal Lao document for every foreigner. At least five matters must be distinguished:

1. Extension of the visa or permitted period of stay.
2. Stay registration and the time-limited Stay Permit Card (`ບັດອະນຸຍາດພັກເຊົາ`).
3. The foreign-worker chain, in which LA-B2, the work permit and the Stay Permit Card are separate documents.
4. Accommodation reporting (`ການແຈ້ງພັກເຊົາ`), principally a recording/reporting duty of the hotel, landlord or person responsible for the premises—not a card obtained by the guest.
5. Long-term visa or permanent residence review, for which current public eligibility, materials, fee and timing data are incomplete and require manual verification.

## Terminology

- `ບັດອະນຸຍາດພັກເຊົາ` — Stay Permit Card — 有期限的停留/居留许可卡; not permanent residence.
- `ການຂຶ້ນທະບຽນພັກເຊົາ` — stay registration — 停留登记.
- `ການແຈ້ງພັກເຊົາ` — accommodation/stay reporting — 住宿/停留申报; not a guest-held card.
- `ການຕໍ່ເວລາພັກເຊົາ` — extension of permitted stay — 获准停留期延期; not automatically a Stay Permit Card renewal.

## Product and legal boundaries

- Ordinary foreign employment generally requires employer or authorized-entity participation.
- Do not describe LA-B2, the work permit and the Stay Permit Card as one document.
- The foreign guest generally shows travel documents or a Stay Permit Card to the accommodation operator; the operator records and reports. Law No. 59/NA refers to notification to relevant officials and local authorities within 24 hours.
- Never publish one nationwide fee or material list without identifying the exact matter, issuing authority, location, effective period, currency, inclusions and exclusions.
- A fee published for extension of permitted stay must not be presented as a Stay Permit Card or work-permit fee.
