Where to apply
Certificates are issued by the national CA (national internet centre, #903 Art.6); CA operating licences at the MPTC (Art.46); foreign CAs need their own licence (Art.44).
Procedure
- Pick the case: personal #330 / entity seal #328 / staff #329 / or a CA operating licence (Arts.46-52)
- For a certificate: application form + identity/entity proof (staff cert adds org authorisation) (Art.24)
- For a CA licence: the six Art.47 documents + meet the Art.48 conditions
- CA decided within 45 days (Art.49 / #903 Art.12); risk guarantee within 6 months in a Lao bank (Art.51); additional conditions within 180 days under #131 Art.51
- Renew before expiry: CA 90 days ahead (Art.50); certificate validity 3-5 years by type (#903 Art.13 / #131 Art.52), civil servants 1-3 years (#903 Art.24)
Statutory time limit
CA licence review 45 days (Art.49 / #903 Art.12); related e-transaction licence 15 days (#131 Art.50); CA term 5 years, renew 90 days ahead (Art.50); certificate validity 3-5 years by type (#903 Art.13 / #131 Art.52); per the authority posting.
Common questions and pitfalls
- Getting a certificate ≠ a CA licence; unlicensed CA operation is fined 40m kip (#903 Art.62)
- A digital signature needs the Art.11/13 elements to have legal effect (Art.15); a scanned image is not enough
- Do not let the certificate lapse (3-5 years; civil servants 1-3); renew the CA licence 90 days ahead (Art.50)
- Use #131 (not the empty shell #1797); fee amounts per MPTC posting, not invented
